CN code mapping for CBAM

By CarbonDocket · Last reviewed 2026-10-18

Short answer: CBAM applies by customs code. Find the 8-digit EU Combined Nomenclature (CN) code for your product and check it against the CBAM list in the regulation. Indian ITC-HS codes share the first six digits with the international HS code, but the EU's eight-digit CN code is what decides scope.

Why customs codes decide CBAM scope

CBAM lists covered goods by CN code in Annex I to Regulation (EU) 2023/956. Some entries cover a whole chapter, for example “72” means every CN code in Chapter 72, Iron and Steel. Embedded emissions are computed separately for each 8-digit CN code. A product is in scope only if its code appears on the list, whatever it is called commercially. Two similar products can fall on different sides of the line.

HS, ITC-HS and CN: how they relate

SystemDigitsUsed for
HS (Harmonized System)6International standard
ITC-HS8Indian export and import classification
CN (Combined Nomenclature)8EU customs and CBAM scope

The first six digits match across systems. The last two can differ, so do not copy your Indian code directly. Confirm the EU CN code with your buyer or the EU TARIC database.

How to map a product, step by step

  1. Start from the 6-digit HS code on your shipping documents.
  2. Find the matching 8-digit CN code for the EU in TARIC.
  3. Check that code against the CBAM annex in the regulation.
  4. Record the result per product and keep it with your compliance file.
  5. Re-check periodically, because the covered list may be extended.

Frequently asked questions

How do I know if my product is covered by CBAM?

Find the product's 8-digit EU CN code and check whether it appears in the CBAM annex. Coverage depends on the code, not the product name.

Is the Indian ITC-HS code the same as the EU CN code?

The first six digits are the same as the international HS code, but the last two can differ. Use the EU's CN code to determine CBAM scope.

Where can I look up the EU CN code?

The EU TARIC database lists CN codes, and your EU buyer or customs broker can confirm the right one.
